When President Trump took office and installed Elon Musk and DOGE, one of its first targets was USAID, the Kennedy-era program that was designed to "coordinate U.S. development and humanitarian assistance." The Left lost its mind when USAID was targeted, blaming the shuttering of the agency on deaths in Africa and Asia, a dismantling of HIV/AIDs work (according to Rachel Maddow), and a slew of other Very Bad Things.
Of course, not one person complaining about the USAID cuts could explain why a) all these charitable organizations ran out of money almost immediately after the agency shut off funding and b) why local governments, and the rest of the world, couldn't step up and contribute to those oh-so-necessary NGOs.
Many people wondered if the Left's hysteria over the end of USAID had more to do with them losing access to funding and less to do with humanitarian concerns. Now, it seems there's evidence linking USAID funding to Leftist NGOs, etc. that are using the money to train protesters — in the U.S. and elsewhere — tactics and the "blueprint for revolution."

CANVAS received funding from USAID, which has historically used these same protest tactics to topple regime across the world. The money came through the Civil Society Engagement Program in Georgia, a five-year program that started on November 1, 2021. The program is worth $17 million.
What makes CANVAS extraordinary is not merely that it receives USAID support but that the same USAID-funded training model has been embedded inside American universities and U.S.-based activist programs.
From its own materials, CANVAS states:
“From CANVAS’ headquarters in Belgrade, Serbia, we operate a network of international trainers and consultants with expertise in building and running successful non-violent movements.”
And:
“These revolutionary ‘know-hows’ are available for free download on this website. Additionally, our trainers regularly teach courses on nonviolent strategy at a variety of educational institutions worldwide.”
That includes the United States.
We need to dig further into these claims and connections, because we've noticed the highly-organized and planned anti-ICE protests in Minneapolis and other Left-wing "protests" and riots elsewhere. Taxpayers should not be on the hook for such behaviors, and the government has an obligation to stop these activities if they're breaking our laws and wasting our tax dollars.

Many have pointed out that these protests always seem to happen where there's a pallet of bricks or similar items handy (items that make destroying property easy), that protesters are often bused in and out of the locations, and that the signs are pre-printed and professional.
That's a job for the FBI and the DOJ, of course. And Congress needs to do investigations into this, audit these programs, and clarify legal boundaries.
If crimes have been committed, including violations of campaign finance or oversight laws, they should be examined and prosecuted to the fullest extent of the law, including under applicable conspiracy or fraud statutes. The only way these mobs stop is when we crack down on the mechanisms that fund and train them.
For years, American taxpayers have been told that foreign aid is about compassion: helping the hungry, fighting disease, rebuilding after disasters, and fostering stability abroad. Scrutiny of USAID contracts reveals an entirely different pattern: U.S. funds have been steered toward political consultancy networks, protest strategists, universities, NGOs, and “democracy promotion” firms whose work blurs the line between humanitarian assistance and ideological activism.
When federal dollars support media training, protest organization, and political mobilization at home and overseas, American taxpayers are no longer advancing altruism. They are underwriting political actors with agendas that may not align with the will of American voters, and may threaten the very freedoms and foundations on which America was built. And yet, despite decades of such funding, neither Congress nor the executive branch has ever subjected these programs to serious scrutiny.
That must happen because the Left has made it clear its agenda is to cause unrest in America, whatever it takes. It's why the same groups of people go from the BLM riots, to protesting against Israel, to protesting for Ukraine, to attacking ICE agents in Minneapolis. The cause du jour is never the actual cause. The underlying agenda is always the undermining and ultimately the destruction of America.
Whether through legislative reform, statutory audit requirements, or referrals to oversight bodies such as the Government Accountability Office or the Department of Justice, it is time to reclaim U.S. taxpayer dollars from opaque political networks and activist organizations. Americans not only deserve better stewardship of their money, but also the protection of their country and its ideals from the radicals who would destroy it on our dime.
