Check out this inquiry Rep. Tom Price made on the House floor today. He's basically complaining no one has had time to read the stimulus bill and questioning procedure since members ARE, at least in theory, supposed to read legislation before voting on it.

PRICE: “It is my understanding then it is the ruling of the chair, the ruling of the speaker after having this bill made available to the members of the House after 11 or 12 o’clock last night, over 1,000 pages, it’s the ruling of the Speaker this is to have been considered read even though it is physically impossible for any member to have read this?"

CHAIR:“That is correct.”
